*South Vietnam: (The Italian Ambassador and the
Apostolic Delegate in aigon appear convinced that
Ngo Dinh Nhu desires to work things out with the US.
(In a recent conversation with a US official, both
men xpressed the view, apparently on the basis of
contact with Nhu, that Madame Nhu is ready to leave
the country f a time in order to "save face" for the
United States)
(However, the Italian Ambassador also believes
that'Nhu is basically anti-American and that his policy
has long been one of ultimate neutralization and unifi-
cation of Vietnam. He and the Apostolic Delegate both
referred to rumors that Nhu is "in touch" with the
North.

Cambodia - South Vietnam: (Both South Vietnam
and Cambodia have expressed a desire to continue
normal commercial and economic activities despite
the break in their diplomatic relations on 27 August.
According to the departing South Vietnamese repre-
sentative, Saigon will not close the Mekong River--
Cambodia's primary international trade route--un-
less Prince Sihanouk takes further action such a
reco nizin North Vietnam.
u Arabia: LTha au di minister of defense in
a conversation with the British ambassador threatened
to consider purchasing arms from the Soviet bloc if
they are not available from Western sources. Al-
though this appears to be primarily a pressure tactic
to secure British surface-to-air missiles, it could
indicate that the Saudis are considering diplomatic
relations with the Soviet Union. Jordan's agreement
with the USSR on 21 August to establish such relations
leaves Saudi Arabia the only Middle astern nation
without diplomatic ties with Moscow.
