Brazil: Security forces in Sao Paulo have been
alerted to deal with any trouble that may arise from
the Communist-inspired strike there.
The strike, which was supposed to have been a
general one, apparently has been only 25 to 50 per-
cent effective, and there has not yet been any vio-
lence.
Government security forces have taken direct
action to control the situation and 200 persons are
said to have been arrested. General Peri Bevilacqua,
the Second Army commander, has publicly expressed
his support of Governor Adhemar de Barros' efforts
to maintain order.
This determination to aid. de Barros, a strong
opponent of President Goulart, if translated into ac- 25X1
tion, may lead to a government attempt to relieve

Dominican Republic: The possibility of a counter-
coup attempt by dissident military officers appears to
be increasing.
US military attachds in Santo Domingo believe
that a hard core of dissident air force officers is be-
ing encouraged in its plotting against the regime by
both moderate and extreme leftist political leaders.
Recently dismissed air force officers and ele-
ments of the other armed forces are also alleged to
be involved. Government efforts to find and arrest
former Air Force General Pedro Santiago Rodriguez
lends some credence to the rumors.
It seems unlikely that a countercoup can be exe-
cuted successfully at this time unless it is supported.

reports indicate that discontent has been rowin

Neutralist Conference: jPlans for another neu-
tralist conference, similar Co- the Belgrade confer-
ence of 1961, appear to be advancingl
Lip, who wishes to appear as a leader of the
nonaligned nations, has made clear his strong sup-
port for such a conference. Belgrade has for sev-
eral months indicat ed an interest in such a meeting.
Tito probably discussed with Nasir last May the de-
