*Venezuela: (Raul Leoni, candidate of President
Betancourt's De cratic Action (AD) party, has won
the presidential election held 1 December by a com-
fortable margin, according to unofficial, nearly com-
plete returns.
Terrorist efforts to intimidate the voters on elec-
tionoay failed, but the Armed Forces of National
Liberation (FALN) probably will continue its terror-
ist tactics in hopes of provoking a military coup be-
fore the inauguration scheduled for 2 March. I
Leoni is a long-time AD leader, having shared re-
vo1LaRd exile with Betancourt since 1928. His reputa-
tion as a firm party man will probably create some dif-
ficulties in forming a coalition in the new congress,
which AD will not control, but the disenfranchisement
of Communists and other.:extremists will tend to re-
move some of the most vociferous elements of the o -

Turkey: Prime Minister Inonuls coalition govern-
ment resigned yesterday after 17 months of unrest and
instability.
Inonuls resignation was precipitated by the defeat
of the two minor parties in his coalition by the oppo-
sition Justice Party (JP) inthe recent local elections.
President Gursel has asked Inonu's cabinet to stay on
until another can be formed. After Inonuls first coa-
lition collapsed in June 1962, nearly a month passed
before he was able to pull together a new government.
Some less controversial figure may be chosen to
take the lead this time. Discussion of a new coalition
has centered on two possibilities- -a "national" govern-
ment including nearly all parties, or a combination of
the JP and the ruling Republican Peoples! Party.

Dominican Republic: The government says its
troops have isolated two bands of extreme leftist
guerrillas in the mountains near the northern coast.
According to a 1 December communique the gov-
ernment also claims to have captured some of the
guerrillas together with a stock of arms, supplies,
and Communist literature. The communique names
Manuel Tavares Justo, President of the pro-Castro
14th June Political Group (APCJ), and, one of his
lieutenants as commanders of the two groups, which
total about 70 men.

There is no indication whether the government
plans further steps against the APCJ, the only legal
extreme leftist organization in the country. A move
to outlaw the party is a possibility

Cyprus: Greek and Turkish Cypriot leaders evi-
dently are near a showdown over the question of re-
vising Cyprus' constitutions
President Makarios has formally given Vice Presi-
dentchuk, the leader of the Turkish community, a
memorandum proposing extensive modification of
constitutional provisions which the Turks regard as
guaranteeing their minority rights. Turkish Cypriot
leaders, supported by the Turkish Governme t, have
consistently rejected any such modifications
Makarios previously indicated that he ultimately
mig act unilaterally to convene a constitutional as-
sembly if the Turkish community refuses to agree to
his basic demands. He insists these are essential if
Cyprus is to have a workable. government.
The -already strained relations between Greek and
Turkish Cypriots will deteriorate rapidly if Makarios
actually moves to override the Turks' opposition. Both
Greek and Turkish communities have paramilitary
organizations which are reported ready to act.

NATO: (rhq North Atlantic Council decided last
week to scheZrule a discussion- -possibly before the
NATO ministerial meeting of 16-18 December--on
differences between France and the other countries
over strategy. This conflict has brought the NATO
Force Planning exercise to a virtual halt. France
has indicated in the past that it wants to provoke a
full-scale debate on strategy, but its delegate took no
part in the discuspion of the exercise at last week's 25X1
