Terrorist efforts to intimidate the voters on elec- tionoay failed, but the Armed Forces of National Liberation (FALN) probably will continue its terror- ist tactics in hopes of provoking a military coup be- fore the inauguration scheduled for 2 March. I Leoni is a long-time AD leader, having shared re- vo1LaRd exile with Betancourt since 1928. Inonuls resignation was precipitated by the defeat of the two minor parties in his coalition by the oppo- sition Justice Party (JP) inthe recent local elections. President Gursel has asked Inonu's cabinet to stay on until another can be formed. After Inonuls first coa- lition collapsed in June 1962, nearly a month passed before he was able to pull together a new government. Some less controversial figure may be chosen to take the lead this time. Discussion of a new coalition has centered on two possibilities- -a "national" govern- ment including nearly all parties, or a combination of the JP and the ruling Republican Peoples! According to a 1 December communique the gov- ernment also claims to have captured some of the guerrillas together with a stock of arms, supplies, and Communist literature. Turkish Cypriot leaders, supported by the Turkish Governme t, have consistently rejected any such modifications Makarios previously indicated that he ultimately mig act unilaterally to convene a constitutional as- sembly if the Turkish community refuses to agree to his basic demands. He insists these are essential if Cyprus is to have a workable. government. The -already strained relations between Greek and Turkish Cypriots will deteriorate rapidly if Makarios actually moves to override the Turks' opposition.
