Tegotiations are still in process, however, with
members of the Catholic Ch Ch hierarchy serving as
intermediaries in the dispute.
AVice President Lechin returned to La Paz on 13
Dece ber offering to resign his position on the con-
dition that Paz release the three jailed Communist
labor leaders. There is no indication, however, that
the President intends to agree to Lechin's offer and
free them. In addition, the press reports that the
three jailed Communist labor leaders, following nego-
tiations with an American labor lawyer, have signed a
document urging the Siglo Viente miner to release
the hostages without prior commitments

Brazil: President Goulart issued a decree on
10 I:Te-cember that may presage the cancellation of
US and other foreign-owned mining concessions in
Brazil.
The decree directs the minister of mines to
review all mining operations within 90 days and to
halt within 30 days any operations which fail to meet
certain conditions. The minister is given such broad
discretion that he may, for example, close down
mining activities "considered prejudicial to the public
interest:'
Foreign mining companies have been under in-,,~, ,
tense attack by the extreme left during recent months,
particularly in the state of Adinas Gerais where the
governor has taken steps to cancel concessions of
the US-owned Hanna Nlining Comnany._5

Hai is f resident Duvalier has asked a
US diplomats officials be removed from Haiti. When
Duvalier reshuffled his cabinet on 6 December it was
thought that an era of better understanding would en-
sue--especially since the new US ambassador is due
to arrive in Port-au-Prince on 15 December. Du-
valier apparently is attempting to impress his coun-
trymen and the US Government nce more with the
strength of his personal control

top Greek o ~.cials have told the Cypriot foreign min-
ister that Greek armed forces would be committed
quickly against any Turkish military intervention aris-
ing out of the constitutional crisis in Cyprus. Such an
assurance could further embolden Cyprus' President
Makarios and undercut current British efforts to fos-
ter negotiations. A Turkish Foreign Ministry official
has told the US Embassy that, although Ankara recog-
nizes Makarios is heavily committed to constitutional
revision, Turkey, too, is deeply committed and pre-
pared to " o the limit" in support of the Turkish Cypriot

(PST and Christian Democratic parties are unlikely
to defeat Premier Moro in the parliamentary vote of
confidence next week, but they may raise serious
doubts about the viability.of the coalition. Recent left-
wing Socialist agitation for more influential posts with-
in the party's hierarchy was apparently unsuccessful .
and some PSI die-hards may risk expulsion by voting
against the government. Over the long run, the key
