Belgrade is bitter because Bonn has not resumed
the onomic negotiations suspended since last July
and because West German courts have postponed the
trial of Croat terrorists charged with the 1962 bomb-
ing of the Yugoslav trade mission in Bonn. The Yugo-
slavs, who claim that Croat terrorists have organized
training camps in West Germany, have urged Bonn to
ban these terraristsl.

NOTES
Cuban Photography shows a new
surface-to-air missile (SAM) site under construction
near Preston, a few miles northwest of the Nicaro
SAM site. No SAM equipment is in place at the new
site, but launch and guidance positions are being pre-
pared and several buildings and Cuban tents have been
erected. Equipment from the Nicaro site will prob-
ably be moved to the new location, which will afford
better protection for sort and naval facilities in Bahia
Iraq: Baathist influence in the Iraqi military suf-
fered ano er setback on 16 December, when direct
command of the air force was withdrawn from Baath-
ist Defense Minister Tikriti and given to a non-Baath-
ist. President Arif's brother has been appointed act-
ing army chief of staff, presumably replacing pro-
Baathist Prime Minister Tahir Yahya, and one Baath-
ist division commander has been replaced. ~~
Yemen: he republican regime continues to be
riven with di sension. Last week the presidential
and executive councils resigned, reportedly because
of "general indignation" over Egyptian interference,
President Sallal is still in Cairo and pro-Egy t'an
Vice President al-Amri is running the country~.~
