The Chinese insi on a wri en Sovi e ac now e gment that the existing border is a result of unjust treaties imposed upon China by Czarist Russia.. the Chinese have claimed a half million square miles in southern Sibe- ria, although they are willing to base the current talks on the existing frontier, they might later use the Soviet statement they are demanding as a basis for a major territorial claim The Soviets appear determined to confine the border talks to settling the few geographic points in dispute on the existing frontier. The Chinese, however, are probably insisting that the talks should have a broader political basis, bringing in alleged Soviet vio- lations of the existing border and enabling Peiping exploit the more basic issue of "unequal treaties." Earlier, fighters in Iceland intercepted two Bears as they flew through the Iceland-UK. gap toward the Azores and carrier-based fighters intercepted the Bear which sub- sequently overflew the carrier. Some of them have indicated to the US Embassy that they are determined to call such a meet- ing even though they are still not sure that it would ap- prove the tough resolution that Caracas wants.
