The government not only backed down on its insistence that the strikers return to work before it would nego- tiate, but apparently also gave in to many of their de- mands. Negotiations over the central issue of wages begin today, and confident union leaders can be ex- pected to press hard for what the government has called an "unrealistic" wage schedule which was recommended by a wa e review commission- 7 British Guiana: Police and army units moved quickly to arrest about 30 key figures in Premier Cheddi Jagan's Peoples Progressive Party following the assumption of additional emergency powers by the governor on 13 June? The arrests have improved prospects that terrorism will be reduced, although scattered acts of violence are still likely. The. Jagan regime seems certain to raise the cry of persecution, however, and to use the governor's move as a new reason to try to postpone the elections tentatively set for later this year.
