Moscow suggests that the recent Soviet -Rumanian talks failed to resolve outstanding differences. Rumania's leading economic journal on 13 June vigorously attacked a proposal in a Soviet academic publication to establish a production complex which would include Rumanian, Bulgarian, and Soviet terri- tory. Bucharest charged the plan is "designed to dismember Rumania's unity as a nation and state." The Rumanian article also contained the first hint of the possibility of Soviet economic reprisals against the Galati steel combine and Rumanian prep- arations to counteract them. About a week ago Bucharest- -somewhat more mildly- -attacked as "erroneous" a 30 May Soviet broadcast to Rumania implicitly criticizing. the Xe- gime's views on CEMA and its negotiations with the West. Abdirazak may attempt to keep Somali guerrilla activity in Ethiopia and Kenya down at its current low level, but no Somali government can refuse to support long-standing irredentist claims against these countries.
