Cyprus: Although the Turkish Government has
again turned to diplomatic action to solve the Cyprus
problem, the military remain uneasy about such an
approach.
In reply to a recent letter from Belgian Foreign
Minister Spaak, Turkish Foreign Minister Erkin
termed the Cyprus situation "less critical" than
heretofore and expressed hope that it was moving
into the "diplomatic phase:'
Erkin noted, however, that Turkish military
officers were disturbed by the Greek Cypriots' ini-
tiation of conscription and announcement of their
intention to secure heavy armaments from abroad.
Erkin warned that if Makarios carries out these
plans, it will be difficult to restrain the Turkish
officers from again urging Turkish intervention.

has informed US Ambassador Stevenson that he has
been unable to make any progress. Expressing his
personal views, Tuomioja again said enosis is the
best solution and rejected "double enosis"--partition
between Greece and Turkey--as a practicable alter-
native
jthinks that minority safeguards pro-
vided by the Greek Government, combined with inter-
national safeguards, might lead many Turkish Cypriots
to remain on Cyprus rather than move to Turkey.
Enosis would also block the Communist danger, which
he described as "imminent:

NOTES
Colombia: The capture of the C6rhmunists' hea -
quarters in Marquetalia on Sunday is a psychological
blow to the Communists, but the main problem of
eliminating the guerrillas in the area still remains.
Helicopters were used to good advantage to take this
highly inaccessible stronghold. As a consequence,
the Colombians are eager to obtain additional heli-
copters, not only to consolidate their success in
Marquetalia, but also to initiate attacks against other
Communist enclaves.
