In reply to a recent letter from Belgian Foreign Minister Spaak, Turkish Foreign Minister Erkin termed the Cyprus situation "less critical" than heretofore and expressed hope that it was moving into the "diplomatic phase:' Erkin noted, however, that Turkish military officers were disturbed by the Greek Cypriots' ini- tiation of conscription and announcement of their intention to secure heavy armaments from abroad. Erkin warned that if Makarios carries out these plans, it will be difficult to restrain the Turkish officers from again urging Turkish intervention. Helicopters were used to good advantage to take this highly inaccessible stronghold. As a consequence, the Colombians are eager to obtain additional heli- copters, not only to consolidate their success in Marquetalia, but also to initiate attacks against other Communist enclaves.
