Congo; ~Moise Tshombe announced yesterday in
Madrid that he was returning today to Leopoldville
at the invitation of the Adoula government~;o seek an
"immediate and effective reconciliationo_.,/
l Belgian Foreign Minister Spaak said recently
that resident Kasavubu, Premier Adoula, and
Justice Minister Bomboko seemed inclined to include
Tshombe in a reconstituted government, as well as
some representatives of the exile Committee of
National Liberation (CNL),
The rapidly deteriorating situation in Katanga
pro a ly has forced the Adoula gavernment to try
t;o work out something with Tshombe, Spaak has
reiterated to US officials that Brussels can go no
further than it has in assisting the Congo Army until
the Leopoldville government is reconstituted on a
broader base. -~
Top Congo Army leaders in Katanga believe a
political reconciliation with dissidents is necessary
to solve the deteriorating security situationm Colonel
Bobozo, chief of the southern command based in
Elisabethvi.lle, blames the government for the situa-
tion in Kwilu, Kivu, and North Katanga, and wants
to push for a reconciliation with the dissidentso
. Bobozo described his troops as completely un-
usable against the rebelso Troops in the important
mining center of Kolwezi are openly talking of join-
ing the rebels and a Belgian official describes the

Laos: Premier Souvanna Phouma has called for
sharply stepped-up military action against the Pathet
Lao
L1~U. a meeting with US officials on 23 June, Souvanna
outlined plans for an attack against Pathet Lao positions
in the Phou Khoun area, at the junction of routes 7 and
13. This action would be designed to forestall a move
against the neutralist stronghold at Muong Soui by Com-
munist forces reportedly moving westward along Route
The plan calls for about ten battalions of rightist
and neutralist troops--supported by Lao Air Force
T-28s--to move against an estimated thre Pathet Lao
battalions positioned in the junction area.
The neutralist leader pressed for increased inter-
diction operations against Route ?east of the Plaine
des Jarres. He also called for continued strikes
against Pathet Lao depots on the Plaine. He urged
maximum US support for the success of these opera-
tions, including the use of US pilots for the T-28s
and armed reconnaissance missions.

Communist China -Laos: Foreign Minister Chen
Yi's statement of 24, June on Laos is the harshest yet
made in Peiping's campaign to develop international
pressure for negotiations on Indochina.
Chen's remarks, made at a banquet fora visit-
ing African official, repeated ideas which the Chinese
have previously employed in editorials and propaganda
statements on Laos. Although they hint at the possi-
bility of Chinese reaction in the event that the war
escalates in Laos or spreads outside of South Vietnam,
they remain deliberately vague concerning specific
Chinese actions.
Chen warned that the Chinese would "absolutely
not sit idly by while the Geneva agreements are com-
pletely torn up and the flames of war spread to their
side:' Calling once again for negotiations, Chen de-
clared that no one should mistake Peiping's desire
for a peaceful settlement as a "sign of weakness and
think they can do whatever they please in Indochina:

to the appointment of General Taylor as US ambassador 25X1
in Saigon. The speech apparently was dxafted rior to

Argentina: The Argentine General Confederation
of Labor CGT) may extend its work stoppage campaign
this week to the petroleum fields...,,

CGT plans for the oil field may have accelerated
the timing of the government's token "take-over?' of
certain petroleum areas operated by US firms. Gov-
ernment representatives appeared at the fields on Mon-
day, rather than ~Nednesday when they were expected.
The chief motivation for the government's move,
however, would seem to be to reduce nationalist opposi-
tion to its efforts to work out a new relationship with
the companies whose contracts were annulled last No-
vember.
Meanwhile, the CGT's tactic of "occupying" places
of usiness for short nPri nr-i~ of t;mn ;c l+nn'fi r~?rrn
Although the CGT has hinted that this phase of its
campaign will terminate on 2$ June, the end of labor
agitation does not appear to be in prospect. CGT
leaders are on record as stating that they will not cease
their activity until the government agrees to all their 25X1
demands. These include various political concessions
such as the le alzation of the Peronist and Communist
arties

British Guiana? supporters of Premier Cheddi
Jagan are probably behind a new wave of terrorism
that broke out this week.
More than 20 persons have been shot in the last
tw days, all but two of whom were Negroes Auto-
matic weapons were used for the first time
The US consul general believes that the attackers
were East Indian members of the regime's Progres-
sive Youth Organization ~,PYO). He also has several
reports that Mrs. Jagan has recently made several
clandestine trips to PYO posts in the countryside
~e consul general lists several possible motives
for this new terrorism. It may be an effort to demon-
strate that Jagan's top lieutenants, several of whom
have been under detention for nearly two weeks, are
not responsible far the growing violence in the colony.
It may be designed to show that the governor cannot
control the country despite his extensive emergency
powers. There may also be the desire tp force post-
ponement of the elections set for this fall, and to
promote intervention by the United Nations
Continued killing of Negroes by East Indian ter-
rorists threatens to spark large-scale Negro retalia-
tion, particularly in Georgetown. The police com-
missioner believes it would be virtually impossible
to protect the East Indians were the Ne ro majority

West Germany -Communist China:l..chancellor
Erhard was convinced during his recent visit to the
US that any further consideration of expanding trade
with Communist China should be put off for the time
being, according to a senior Foreign Ministry official.
The official indicated that whether or not the question
were reopened depended on developments in Southeast
Asia. If the situation there showed improvement in 25X1
the next two or three months, Bonn might be interested
in wor mg out some sort of commodit exchan e a ree-
ment.
Iraq:~Antigovernment groups headed by senior
officers opposed to last month's "unity" agreement
with Egypt have begun to form throughout the army.
Dissatisfaction with the agreement is already wide-
spread, particularly among business groups and in
the Shia religious community in the south. President
Arif, who has maintained his position by playing off 25X1
pra- and anti-Egyptian forces in the country, now
finds his base of suppor shrinkin and will soon be
forced. to choose sides.

Afghanistan: King Zahir and Prime Minister
Yusuf appear to be preparing to recast the Afghan
cabinet along more liberal. and pro-Western lines.

conservatives, are slated for ambassadorial posts.

India: The naming of C:~Rajeshwar Rao, a mod-
erate, as interim secretary general of IndiaTs Commu-
nist Party will reduce the influence of rightist party
chairman S. A. Lange, and aid those who are attempt-
ing to halt the trend toward a formal party split. The
Moscow-oriented official party is opposed by a loosely
organized faction of militant leftists and anti-Lange
centrists, who together may comprise some 40 percent
of the membership. The appointment is likely to be
made permanent at the art con ress scheduled for
earl fall.
