portedly are under orders to-concentrate on subversion
for the time being, on grounds that terrorism and sabo-
tage would tend to unite the people]

NATO-Cyprus: CBoth Greece and Turkey have
appealed to NATO for help in heading off a showdown
between them.)
[Athens and Ankara made their pitch in almost
identical fashion at a NATO Council meeting on Tues -
day. Although the general consensus of the council
was that the main burden for working out a settle-
ment rested with the two interested parties, it com-
missioned Secretary General Brosio immediately to
undertake a study of how NATO might play a more
effective roll
'The council concluded that there are two prin-
cipal alternatives by which NATO might intervene
more directly between Greece and Turkey. One is
to broaden Brosio's present mandate to keep a close
watch over the Cyprus situation. The other is to
make use of the secretary general's good offices role
as established in a council resolution of December
1956. The council recognized. that NATO's actions
should. be consistent with the continuing role of the
UN Security Councij
Greek and Turkish tempers may flare again in
New York today, however, when the Security Council
takes up Athen's complaint about Turkish treatment
of Greeks in Istanbul and Turkey's counterclaims

the Labor Party is still a slight favorite to win next
month's general election?
The Conservatives, however, are hopeful of
overtaking Labor in the home stretch. They are
greatly encouraged by Prime Minister Douglas-
Home's steadily improving image. They also are
counting on reaping the benefits of domestic pros-
perity and their greater experience in international
affairs)
(Labor leaders concede the Tories have made a
comeback and some fear that they could win the elec-
tion. Indeed, the party faces the danger that its
leader, Harold Wilson, will have played out his ap-
peal before polling day]
(Labor also has an uphill job of convincing the
electorate that a change is necessary. Most La-
borites, nonetheless cling to the belief that the
"time-for-change" psychology, their chief ally,
will be strong enough to permit them to oust the
"played out" ConservativeB
potentially important factor in what promi-
ses to be a close race is the pulling power of the
small Liberal Party. While the party is not ex-
pected to increase its representation in Parlia-
ment, votes for the Liberals are likel to hurt the
Conservatives more than Labor

NOTES
USSR: CA Soviet submarine, which appears to
be a nuclear powered N-class torpedo-attack unit,
has been tracked on a southwesterly course in an
area about 500 miles east of Newfoundland. The
apparent course of the submarine suggests that it
may patrol into the western Atlantic. Soviet nuclear
submarines rarely conduct long-range patrols and
have never been known to cruise in the western
Atlantic

Guatemala: There hTtve been num er o re-
ports in recent weeks suggesting that rightist and
leftist extremists are once again trying to coordi-
nate moves against the Peralta regime. The recent
recurrence of terrorist incidents in Guatemala City
may be a reflection of this plotting. Although the
regime's position seems secure for the present,
more extremist-inspired disturbances aimed at
throwing the government off balance may be in the
offing.
