E In statements on 10 September, the Turkish Gov- ernpent announced that within the next few days it would begin shipping food and other "essentials" to the Iokkina area of northwestern Cyprus. The gov- ernment said that the UN might control deliveries to ensure that no military supplies were included. Prime Minister Inonu told parliament that if the Cy- prus Government obstructed this action, it would be considered "an act of aggression:" CUN officials in New York and Cyprus, however, believe that the supply situation in KoIkina is "rea- sonably satisfactory," and that such Turkish action is unwarranted. They do not believe, moreover, that the UN would be justified in escorting supplies itself., CAfter talks with UN officials, the Turks have pro- pose a joint Turkish-UN investigation of conditions in Kokkina. A Turkish Foreign Ministry official has indicated that Turkey would not send supplies pending a report from such an investigation. Muong Phine is thought to be one of the major receiving points for Communist supplies trucked. into Laos from North Vietnam 1n addition, Hanoi?s major convoy staging base at Bai Due Thon, on Route 12, appears to be aban- doned, with 16 of its approximately 20 buildings dismantled. Large numbers of trucks were often photographed at this staging base during the last dry season as they formed convoys for movement down Route 12 into Lao [These activities suggest that Hanoi, concerned. over recent articles in the Western press that bomb- ing of infiltration-associated targets is under review by US policymakers, is dispersing some of its more open and concentrated logistic facilities. He proposed that they take from three to five years to do the job>] Ispaak feels that Paris, which has previously balked at similar suggestions, will not arbitrarily reject his proposal through fear of increasing French isolation in the community and because the proposal is largely procedural. He also hopes the same argu- ments will overcome the fears of ardent integration- ists that existing European communities will be undercut by a new body CThe US Embassy in Bonn has learned. that a draft treaty on political union is being prepared by the Foreign Ministry. Indeed, prevailing sentiment there favors a Security Council resolution calling on the two coun- tries to make another effort to settle their differences by negotiations within an "Asian framework." The Indonesians, who have been pushing this idea, have hopes that such a resolution will permit them to win important concessions at the conference table while leaving them comparatively free to carr on t 25X1 militant policy of "confront tation." 25X1 raze : government bill prove ing or a pur- chase of the electric power facilities owned by the American and Foreign Power Company (Amforp), valued at $135 million, was submitted to the Con- gress on Thursday.
