Xung said that Thi shares this view- point Insistence that Khanh stick to his schedule in re- turning the country to civilian rule was also echoed by the air force chief, General Ky, who told the press yesterday the younger generals would take action if Khanh fails to make early progress in response to their demands Five of the principal leaders.of the 13 September coup attempt have now been arrested, according to the government radio in Saigon. CIA-l,&01-9 the Gree Government is urging him to prolong the ne- gotiations in Moscow. Greek officials argue that this will exert pressure on the Western powers, but Makarios believes that Athens' real concern is the effect a Cyprus-Soviet agreement would have on Greece's strategic position. He says that this con- sideration is "irrelevant." CA Cypriot delegation has been in Moscow since 11 September, but there has been no clear evidence thus far that a formal aid agreement will be reached. [Makarios admits that there is disagreement within the Cypriot Government over the issue. The Organization of African Unity's special Congo mission meets in Nairobi tomorrow, and its radical members are likely to press hard to enhance the status of the Congo rebels. Recent statements by the Egyptian ambassador in Leopoldville indicate that Cairo--which is represented on the commission- -intends to support proposals, ob- viously calculated to favor the rebels. Ghana, and probably Guinea and Somalia, can be expected to take a similar line. Kenyan Prime Minister Kenyatta, the chairman of the commission, appears disposed to move cautiously. Late last week. he evidently was planning to confine the commission's activities initially to the Congo's IM difficulties with its neighbors and to delay inviting "Congolese factions" to Nairobi until some later date. ~Tshomb6, who plans to go to Nairobi, is anxious to delay receiving the commission in the Congo at least until late this month so that he can first gain olese offi- to Con Accordin victories more militar g g y . cials, Tshomb6 will not cooperate with the commission if it invites rebel leaders to Nairobi. 25X1 25- MWWIUVt1u rur F eied a cUUJIU II Z-V . %.IM-rJur1 V I uuV1 MUUI Ulu Iffuuu i-V ; "' France-NATO: French vessels and naval offi- cers associated with the English Channel and. Atlantic NATO commands have been instructed not to parti- cipate in a NATO naval exercise which is to take place 21 to 28 September. The French were to have participated as a force under national command on the basis of agreements concluded earlier in the year between SACLANT and the French Navy. These agreements followed the withdrawal by De Gaulle of French naval officers from NATO staffs, and of its naval force from NATO command in 1964. On 15 September a French Foreign Ministry of- ficial told a US Embassy officer in Paris that De Gaulle had reversed his position on cooperation in the exer- cise last week after he came to suspect that French naval officers were disregarding his views about their activities within NATO commands. The ten-year term will commence on the date of contract signature, thereby effectively lengthening present credit terms by only two or three years, since under current practice the five-year term begins on the date of delivery. The offer may run into difficulty, however, if Paris insists, as it reportedly intends, that the USSR maintain its present level of purchases on five- year credits, and in addition buy an equal amount of commodities under the new ten-year credit terms. 25X1 *Spain-Cuba: General Franco's personal reaction to the 13 September attack on a Spanish freighter off 25X1 the Cuban coast was highly emotional.
