The Turks have said, however, that they will not make public this decision and will continue to participate in the MLF Working Group [ether reasons probably contributed to Ankara's decision. The Inonu government has been deeply dissatisfied with US policy in the Cyprus dispute. Makarios denied reports circulating in Athens that he had agreed to the transfer of one or both bases to NATO so that a Turkish military presence could be maintained on Cyprus in return for Ankara's ac- quiescence to enosis. Makarios added that if Turkey demanded that Cyprus be demilitarized as part of a solution based on enosis, the British bases would have to be dismantled. According to UN mediator Galo Plaza, Makarios appears to be planning to write a new constitution for an independent Cyprus following the upcoming UN de- bate on Cyprus. This implied British desire for a veto is known to be objectionable to Bonn) Cutest German Foreign Minister Schroeder took the line that Bonn is satisfied with the MLF plan as it now stands, and foresaw great difficulties if any attempt were made to revamp it at this late date. [Panamanian Foreign Minister Eleta evidently has chosen for the post, Diogenes de la Rosa, a Marx- ist economic theoretician and writer who founded Panama's first Communist party. Although he later criticized Moscow and broke with the local party, De la Rosa has maintained his association with Com- munists and Communist-supported causes. Like other ultranationalists, he has frequently served as a close adviser to the Panamanian oligarchy, includ- ing several presidents [In his most recent position as Panama's ambas- sador to Venezuela, De la Rosa attacked "US aggres- sion" and Secretary Rusk as a "strong colonialist and imperialist" during the riots in Panama last January. Belgian Foreign Minister Spaak claims that Foreign Secretary Gordon Walker insisted in a recent meet- ing with him that any steps toward European union must permit inclusion not only of Britain's EFTA partners, but also the Eastern European states--a position which Spaak found "depressing and unreal- istic."
