Turkey: he Turkish Government has decided
not to partici ate in the proposed multilateral nuclear
force (MLF)JJ
,ran advising the US of the withdrawal of their pre-
vious strong support of MLF, the Turks have cited
the difficulties they see in financing and the reluctance
of several other NATO nations to participate. The
Turks have said, however, that they will not make
public this decision and will continue to participate
in the MLF Working Group
[ether reasons probably contributed to Ankara's
decision. The Inonu government has been deeply
dissatisfied with US policy in the Cyprus dispute.
The Turks may also wish to accommodate the So-
viets, who may have brought some pressure on For-
ei n Minister Erkin during his recent visit to Moscow

Cyprus: President Makarios says he will insist
that Britain give up sovereignty over its bases on
Cyprus before he will agree to union of the island
with Greece.

The archbishop told the US ambassador on 16
November, that under long-term leases Britain might
still retain use of the two bases which cover an area
of some 100 square miles.
Makarios denied reports circulating in Athens
that he had agreed to the transfer of one or both bases
to NATO so that a Turkish military presence could
be maintained on Cyprus in return for Ankara's ac-
quiescence to enosis. Makarios added that if Turkey
demanded that Cyprus be demilitarized as part of a
solution based on enosis, the British bases would
have to be dismantled.
According to UN mediator Galo Plaza, Makarios
appears to be planning to write a new constitution for
an independent Cyprus following the upcoming UN de-
bate on Cyprus. This would contain a long list of
guaranteed human rights to safeguard the Turkish
minority but omit all special political concessions 25X1
granted in the constitution of 1960.

UK - West Germany - MLF: [substantial differ-
ences of view are emerging between Britain and West
Germany over London's new proposals for a NATO
nuclear force]
British Foreign Secretary Gordon Walker told
the Germans last week that Britain considers the
question of authority over such a force to be para-
mount and believes the US, the UK, and West Germany
should share it equally. This implied British desire
for a veto is known to be objectionable to Bonn)
Cutest German Foreign Minister Schroeder took
the line that Bonn is satisfied with the MLF plan as
it now stands, and foresaw great difficulties if any
attempt were made to revamp it at this late date.
He also reminded Gordon Walker that Germany feels
it is necessary to conclude an MLF charter before
next year's election campaign opens--that is, some
time in February at the latest]

former Chancellor Adenauer to oppose the MLF plan.

Panama: CA strongly anti-American nationalist
with Communist connections is scheduled to become
Panama's new special negotiator on the Canal question.)
[Panamanian Foreign Minister Eleta evidently
has chosen for the post, Diogenes de la Rosa, a Marx-
ist economic theoretician and writer who founded
Panama's first Communist party. Although he later
criticized Moscow and broke with the local party,
De la Rosa has maintained his association with Com-
munists and Communist-supported causes. Like
other ultranationalists, he has frequently served as
a close adviser to the Panamanian oligarchy, includ-
ing several presidents
[In his most recent position as Panama's ambas-
sador to Venezuela, De la Rosa attacked "US aggres-
sion" and Secretary Rusk as a "strong colonialist
and imperialist" during the riots in Panama last
January. During a pro-Panama demonstration, he

UK - Western Europe: [-The Wilson government
appears to be having difficulty convincing leaders in
Western Europe that it is interested in making a
genuine contribution to European political unity.
Belgian Foreign Minister Spaak claims that Foreign
Secretary Gordon Walker insisted in a recent meet-
ing with him that any steps toward European union
must permit inclusion not only of Britain's EFTA
partners, but also the Eastern European states--a
position which Spaak found "depressing and unreal-
istic." Gordon Walker's remarks, which may not in
fact be Britain's considered views, will make it more 25X1
difficult for Spaak and Britain's other friends in
Western Europe to continue to press for British par- 25X1
ticipation in political union talks
