British Guiana: he British will probably oust
Premier Jagan shortly, leaving the way free for a
new government under Forbes Burnham
Following Jagan's refusal to resign, Governor
Luyt has asked London for an order-in-council en-
. abling him to remove Jagan. Luyt expects this in a
few days. With both Burnhan's socialist People's
National Congress (PNC) and the conservative United
Force agreed on a coalition, an administration with
a five-seat majority can then be formed
Because of the depth of the racial cleavage re-
flected in the voting, Burnham will be directing his
first moves at overcoming East Indian mistrust of
the Negro PNC and averting the possibility of violence.
He plans to give important noncabinet jobs to the de-
feated leader and other members of the East Indian
Justice Part
However, there are almost insurmountable ob-
stac es to Burnham's winning over East Indians and
thus making his administration a success. Even if
he does, this in itself might bring the PPP to foster
violence in two or three months. The US consul gen-
eral in Georgetown believes that if violence should
occur, Burnham would "wish to react ruthlessly"
against those involved

speaking of his plans for undercutting "Jaganism"
on a long-term basis, Burnham told the consul general
he wants independence within eight months so as to be
unhampered by Britain's "undue concern for fair play."
He is sending an emissary to the UN next week to try
to win Afro-Asian support and undermine any appeals
Jagan may make there. He also wants to increase his
visit to Washington.1

*Cuba: Che Guevara's vicious attack on the US in
his speech to the UN General Assembly yesterday ap-
peared designed to win support particularly from the
Itnonaligned" nations of the Afro-Asian bloc, should
Cuba decide to make an all-out diplomatic offensive
in the UN. He pictured the United States as the world's
principal colonialist power and Cuba as its most un-
compromising opponent. His references to US-Cuban
relations were'cast in the familiar Castroist pattern-- 25X1
Cuba has let it be known that it wants oeace but in r,--
turn is being subjected to aggressions and violations

Syria-Israel: On about I December the Syrians
began constructing a canal to divert Jordan River head-
waters--the first visible step toward implementing
Arab plans to deprive Israel of water for its own di-
version project. The Syrian earthmoving operations
are easily observable from Israel, but thus far have
not brought any Israeli reaction. In the past, Prime
Minister Eshkol has warned that Israel would oppose
such "illegal measures" and would "act for the Pres-
ervation of its vital rights.11
