NOTES
USSR: The Soviet leaders have apparently agreed
on a series of organizational and personnel changes
which they are beginning to announce without any
propaganda buildup or any reference to the Khrushchev
ouster. This procedure is undoubtedly intended to
minimize any disrupting effects on the party and gov-
ernmental bureaucracies. In the latest change, candi-
date presidium member Yefremov has been quietly
relegated to the provinces from a key party post over-
seeing agriculture- -suggesting that he is being blamed
for some of the deficiencies in this area.

naming a compromise presidential candidate may
already have seriously shaken the cohesion of the
Moro government.

*Egypt: In his bitterest attack on the US since 1956,
Nasir yesterday pledged his support of "national libera-
tion" forces and accused the US of attempting to use aid
to control Egyptian policies. He may be testing US inten-
tions on aid or he may believe that he has additional com-
mitments of Soviet economic support. In any case,
Nasir declared his determination to continue his policies
regardless of relations with the US.
