Huong said that he had already drafted a proclamation containing three basic demands of the military: release of arrested High National Council members, withdrawal from political activities and return to strictly military duties, and loyal adherence to the provisional charter which set up a civilian gov- ernmen fHuong's proclamation is apparently intended to make it clear that the military must either accept civilian supremacy or take the consequences of re- moving the government by ford Ciuong may calculate in taking this gambit that there is sufficient dissatisfaction with General Khanh among military commanders to force Khanh's ouster as commander in chief if he refuses the government's terms. There is a danger, however, that Huong may precipitate by his move a full-scale military coup.
