*South Vietnam: /he conflict between the Huong
government and a military may be approaching a
climax
Premier Huong has told Ambassador Taylor that
he and Chief of State Suu plan an early meeting to
"have it out" with General Khanh and other armed
forces leaders. Huong said that he had already drafted
a proclamation containing three basic demands of the
military: release of arrested High National Council
members, withdrawal from political activities and
return to strictly military duties, and loyal adherence
to the provisional charter which set up a civilian gov-
ernmen
fHuong's proclamation is apparently intended to
make it clear that the military must either accept
civilian supremacy or take the consequences of re-
moving the government by ford
Ciuong may calculate in taking this gambit that
there is sufficient dissatisfaction with General Khanh
among military commanders to force Khanh's ouster
as commander in chief if he refuses the government's
terms. There is a danger, however, that Huong may
precipitate by his move a full-scale military coup.
Rumors of an impending military takeover have been
rampant in Saigon in recent days

Sudan-Congo: Leaders of the southern Sudanese
separatist movement, which has strongly condemned
Khartoum's, aid to the Congolese rebels, have reportedly
asked for arms and training from the Tshombe govern-
ment. Leopoldville's initial response to the request is 25X1
NNN said to be favorable. At the present time, however,
`\\ Leopoldville does not control any overland route to the
Sudan, and any assistance would probably be given to
southern Sudanese refugees now in the Congo,
