DAILY BRIEF
*South Vietnam: The political situation remains
tense as the Buddhists continue to organize antigovern-
ment and anti-American) demonstrations in Saigon and
several northern cities.
The government has declared martial law in the
Hue area. Local authorities there did little to inter-
fere with student mobs who sacked the USIS library
this week end and yesterday burned the houses of two
Vietnamese officials. Second Deputy Premier General
Thieu and Third Deputy Premier Oanh have been sent
to survey the situation in Hueand to check into meas-
ures for protecting US personnel and installations,;'
Premier Huong indicates that he intends to stand
firm against the Buddhists. ~e reportedly advocates
direct action against the five monks now on a hunger
strike and "shipping them to North Vietnam" if neces-
sary.
At the same time, Huong remains sus icious of
the military. the
armed forces continue to believe that the uong gov-
ernment ill not long survive and are standing by to
take over

*Honduras: here has been a harp increase in
political tension in the past weeks
Uduch of the current unrest is traceable to Chief
of Government Lopez' recent announcement that he
would accept elevation to the presidency by a constitu-
ent assembly that is due to be elected on 16 February.
The majority Liberal Party is convinced this process
of selecting a president would be fraudulent and has
indicated it will not cooperate with any government
led by Lopez
The 'recent arrest of the chief of the National
.Investigative Corps, Honduras' security service, may
also spur some sympathetic elements in the military
to act against the regimeo7
