The government has declared martial law in the Hue area. Local authorities there did little to inter- fere with student mobs who sacked the USIS library this week end and yesterday burned the houses of two Vietnamese officials. Second Deputy Premier General Thieu and Third Deputy Premier Oanh have been sent to survey the situation in Hueand to check into meas- ures for protecting US personnel and installations,;' Premier Huong indicates that he intends to stand firm against the Buddhists. ~e reportedly advocates direct action against the five monks now on a hunger strike and "shipping them to North Vietnam" if neces- sary.
