NOTES
USSR: Preparations may be under way for a meet-
ing of the Soviet party's central committee. The US
Embassy in Moscow has noted signs which suggest
that such a meeting might be devoted to reforms in in-
dustrial administration. With the 1965 growing sea-
son approaching, however, it is more likely that the
meeting will deal with agricultural policy. The new
Soviet regime has made some changes in agricultural
policy and leadership but has not yet defined a new 25X1
line to replace the program discredited following
Khrushchev's ouster last fall.
ANF-MLF: The Italians have now agreed with
London and Bonn that multilateral talks on an Atlantic
Nuclear Force (ANF) could be held in the existing
Paris MLF Working Group. The discussions will
probably not begin until the Italians have talked to
Prime Minister Wilson who is to visit Rome during
27-29 April. The talks in Paris seem likely to be
inconclusive, since Bonn is not interested in an
early decision and there is little to suggest that
British views on vital ANF provisions have come
any c ,ser to firmly held Italian and German posi-
tions
