In addition to Egypt, nine Arab states have agreed to break relations with West Germany, and five seem ready to recognize East Germany. Of the 13 Arab League members, only Morocco, Tunisia, and Libya have not agreed to break with Bonn. Syria has not yet decided to establish relations with East Germany, but is likely to fall in line with Cairo. It is not yet clear whether there will be a general economic break with West Germany. The states which apparently are about to break diplomatic rela- tions with Bonn have agreed to sever economic rela- tions if West Germany takes a "hostile" stand toward any Arab state. If Bonn Da Vs "damages" to Israel in lieu of completing I I arms agreement or cuts off economic aid to one of the Arab states, this might well be considered a "hostile" act. A convention of Buddhist monks, called by the government last fall to tighten monastic discipline and curb antigovernment agitation, opened yesterday in Rangoon. Monks from the Mandalay area, the center of Buddhist opposition to the regime, are boy- cotting the convention and have openly called for the overthrow of the secular-minded, "Communist" gov- ernment. For the past two months, Buddhist agitators have staged a series of increasingly violent incidents, evidently hoping to provoke the government into re- pressive measures. Last week, the monks burned a local government party headquarters in the Manda- lay region. Ne Win has thus far shown restraint, and the re- gime still appears to have the over-all situation in hand.
