The Djakarta phase of the celebration lasted from 17 to 20 April, but festivities in other parts of Indo- nesia will continue until 26 April. Chou En-lai is among the delegates lingering in Indonesia. Chinese Foreign Minister Chen Yi, however, has left. The chief Japanese delegate. had three separate sessions with Sukarno on the Malaysian problem. With Sukarno's consent he went to Malaysia and proposed a meeting in Tokyo between Sukarno and Malaysian Prime Minister Rahman. Rahman agreed to attend, but Sukarno has not yet made his position clear. Tshombe is insisting that his government remain in office until presidential elections, which are at least eight months away. Kasavubu, on the other hand, says a new government should be installed immediately after the current parliamentary elections`] Kasavubu appears to be trying to strike a bargain 25X1 with`-Tshombe which would ensure his own retention of the presidency. The presidency, rather than the premiership, is the constitutional locus of power, and only the president can dismiss the premier. Tshombe almost certainly has his eye on the powers of the presi- dency and, if these are denied him by Kasavubu, Tshombe almost certainly will seek the top spot him- self J. Supporters of former premier Adoula--the so- called "Binza" group--are adding to the strains by alleging that Kasavubu does not intend even to rename Tshombe as premier. This seems unlikely, but Tshombe is taking the precaution of moving a 20-man mercenary force and some 300 Katangan police into Leopoldville, ostensibly to be on hand during the elec- tions there on 26-27 April EVoting in the elections has been completed in seven of the 21 provinces, and is in progress in 11 others. For example, West German President Luebke's visit to West Berlin on 25-27 April may prompt a verbal attack on Bonn's continuing effort to play up its links with the city.
