CENTRAL INTELLIGENCE BULLETIN j 8 May 1965 *Dominican Republic: (Information as of 4:30 AM EDT) Except for occasional sniper fire and a few minor skirmishes among Dominicans, Santo Domingo was quiet yesterday with no important military devel- opments. Areas away from the capital generally remain calm and under the control of loyalist police and mili- tary units. Most population centers are described as having reverted to a virtually normal existence, aside from food shortages and rising prices. There are reports, however, that rebel forces are moving into the countryside in an effort to stir up trouble and a- rouse support for Colonel Caamano's rebel regime. In an effort to regain the political initiative, loyalist forces yesterday established a five-man "Coun- cil of National Reconstruction" government headed by Antonio Imbert Barrera, a tough, controversial figure who participated in the 1961 .assassination of dictator Trujillo. The US Embassy believes that the Council, which also includes former junta. leader Colonel Benoit and three respected civilians, is the best available group at the moment and presents a reasonably good political balance., The Council lacks, however, a rep- resentative of former Pres~, 'dent:'Joaquin Baiag uer, who remains a major force in Dominican politics. No new political initiatives on the part of the Caamano "government" have been noted within the past 24 hours. However, the rebels have been step- ping up their efforts to impress other Dominicans as well as the rest of the world with their claims that only they represent constitutionality. Loyalist officers are becoming increasingly angered by the broadcasts, and their continuation could jeopardize the truce. Apparently no government has formally recog- nized the Caamano regime yet despite the rebels' early pleas for such recognition. ME The Pakistani foreign secretary says that if the Indians confine any attack to disputed areas, Pakistan will keep its response localized. If India launches an attack into undisputed territory, however, Pakistan's response would be generalized. Pakistan is informing the permanent members of the UN Security Council that it believes a serious threat to the peace has arisen on the subcontinent. It is not yet asking for a meeting of the council, however, on the grounds that it does not wish to overreact.
