Only a scattering of government employees showed up for work yesterday as the back-to-work movement, which had gotten off to a fairly promising start early this week, deteriorated. Many government workers have defected to the rebel Caamano regime and others, evidently under the threat of rebel reprisals, have stayed home. he governor of one of the provinces on the north coast told US officials there that he is out of touch with the Imbert government and does not even have a regu- lar means of communication with it. He assumes other governors have the same problem. He fears that the "uncertain reliability" of the Imbert govern= ment will entail continued threats to political stability in the interior.] Lo alist military officers are not ha with Im- f 25X1 bert, and do not wan im to remain in office. King Idris so far has refused to break with Bonno Cairo recently resumed anti-Libyan broadcasts and has criticized this week's government-manipulated elections in which anti-Western and pro-Nasir candidates 25X1 O *USSR-India: Soviet Premier Kosygin has promised a large increase in Soviet economic aid for India's next five-year plan, according to a Western press report. His remarks suggest that Soviet economic assistance during 1966-71 will be on the order of $1 billion, an amount about equal to all of the USSR's economic aid to India since 1955.
