EDT) Antonio Imbert is still floundering in his efforts
to form a viable government as the rebels continue to
register political and psychological gains.
Only a scattering of government employees showed
up for work yesterday as the back-to-work movement,
which had gotten off to a fairly promising start early
this week, deteriorated. Many government workers
have defected to the rebel Caamano regime and others,
evidently under the threat of rebel reprisals, have
stayed home.
he governor of one of the provinces on the north
coast told US officials there that he is out of touch with
the Imbert government and does not even have a regu-
lar means of communication with it. He assumes
other governors have the same problem. He fears
that the "uncertain reliability" of the Imbert govern=
ment will entail continued threats to political stability
in the interior.]

make a deal with rebels that would permit the Com-
munists to retain positions of influence in the govern-
ment
Meanwhile, the rebels have gained a political and
psychological boost through UN Secretary General U

The rebel-controlled Radio Santo Domingo was
on the air for six hours yesterday until it was again
silenced, apparently by hostile action, late in the
afternoon. It was broadcasting strident calls for
support from the countrysideo There are further
reports of pro-rebel sentiment in the interior and of
extremist preparations to exploit ito 25X1

Libya: Although those responsible for blowing
up five oil wells in eastern Libya yesterday have not
been identified, Egyptian agents may have engineered
it as a warning for Libya to get in step with the gen-
eral Arab policy toward West Germany. King Idris
so far has refused to break with Bonno Cairo recently
resumed anti-Libyan broadcasts and has criticized
this week's government-manipulated elections in which
anti-Western and pro-Nasir candidates 25X1

*USSR-India: Soviet Premier Kosygin has promised
a large increase in Soviet economic aid for India's next
five-year plan, according to a Western press report.
His remarks suggest that Soviet economic assistance
during 1966-71 will be on the order of $1 billion, an
amount about equal to all of the USSR's economic aid to
India since 1955. This aid, about ten percent of foreign
economic assistance to India during 1955-64, has con-
sisted mostly of a small number of relatively large in-
dustrial projects, exemplified by the Bhilai steel mill
which alone accounts for rou hl 25 percent of earlier
