Although many middle and upper class people gravitate toward the Imbert regime as the better of two choices, it is increasingly evident that a number of responsible Dominicans are opposed to a govern- ment led either by Imbert or by anyone on the rebel side. Respected businessmen and professionals from both Santo Domingo and Santiago have visited the US Embassy within the past two days urging a "non- political" solution, 25X1 The politically important Reformist Party of Joaquin Balaguer has backed away from its earlier position of tacit support for a compromise formula while remaining vehemently opposed to Imbert. A high-ranking party leader yesterday expressed strong preference for an apolitical middle-ground regime that would call for the earliest possible elections un- der the auspices of the Organization of American States. The party believes that former President Balaguer would now win in an honest election. Bala- guer's party is, in fact, the only Dominican political party with a strength rivaling that of Juan Bosch's Dominican Revolutionary Party. The commander of the Inter-American Armed Force, Brazilian General Hugo Panasco Alvim, is scheduled to arrive in Santo Domingo today. These bombings almost certainly were the work of the terrorist organizations called "Fatih.' 7 25X6 11 Gurion who is challenging his leadership) The Israelis normally retaliate for Arab attacks only when Israelis have been killed, which did not happen this week. [Defense Minister Healey told US Embassy officials in London that he will advocate a shift in emphasis from preparing for an all-out land war in Europe to deterring or dealing with border and other local incidents. This revision apparently would be aimed at Britain's often expressed goal of raising the threshold of nuclear es- calation in E rope and reducing the number of troops re- quired there ealey, who said he considers it highly undesirable to have a "theological debate" on strategy during the meeting, apparently thinks he can present Britain's views without precipitating such a debate. At least the French, however, almost certainly would feel it nec- essary to advance their views once the subject was opened tIealey discussed giving greater authority to SACEUR in the control, deployment, and use of nuclear weapons but did not indicate that he would raise this subject at the meeting. In order to meet German concern, he now thinks SACEUR should have a strategic nuclear de- livery system under his control] [This system, Healey believes, should be the Atlan- tic Nuclear- Force proposed by Britain last December and still being considered by a working group. London probably will insist that two of the states, Sharjah and Ras al-Khayma,,first retract their invitations to the Arab League to set up local offices. The British say that Saudi Arabia is also willing to contribute $2.8 million to the fund if Arab League offices are barred from the Trucial States.
