EDT Morale in the rebel camp is declining rapidly,
but there is still likely to be rebel resistance to the
proposed solution to the crisis which the OAS commit-
tee plans to submit to the Dominican people today.
Even members of the militant hard-line Commu-
e rebels have ecome a y
demoralized since Tuesday and that three commando
units had to be disbanded. There are also widespr ad
rumors of a disagreement among top rebel leaders
Non-Communist adherents of the rebel camp are
now speaking in terms of the need for rebel concessions.
The rebel radio, amid its customary declarations of
willingness to fight to the end against the "aggression, "
carried one statement yesterday to the effect that the
rebel government must "swallow its tears" and proceed
with negotiations.
In contrast to the heavy rebel military action
earlier this week, yesterday there were only two re-
ported instances of firing from rebel territory.
There has as yet been no reported response in the
interior this week to extremist calls for countrywide
uprisings. Nevertheless, hard-line militants probably
still hope for such action.

Bulgaria:[Todor Zhivkov may yet lose both the
premiership and his post as party first secretary in
the wake of the April plot against his regime, 25X1

culties in the Bulgarian party since the conspiracy
and that Zhivkov appealed to Moscow for guidance and
possibly help)
Soviet party secretary Suslov, who visited Sofia
and several provincial centers from 26 May to 4 June,
has reportedly investigated opposition to Zhivkov.
Suslov was possibly seeking a suitable successor from
among such candidates as party secretary Grigorov--
perhaps as party first secretary--and politburo member
Zhivko Zhivkov--as premier]
(Todoi, Zhivkov, whose replacement has long been
rumored, is not without support in the party, however.
He received at least an indirect vote of confidence
from the 10-11 June central committee plenum. He
has made a strong bid for the backing of the art

Cyprus: [Archbishop Makarios, convinced that
time is on his side, appears determined to avoid any
new confrontation with Turkey
Pe Cypriot president told US Ambassador Belcher
this week that he intends to maintain peaceful condi-
tions on the island during the next few months. He
warned, however, that any attempt during that period
by the Turkish Cypriots to establish a separate state
or legal manifestations of statehood would cause a
"response" from his governmenQ
Makarios expressed pessimism that current
Gree -Turkish negotiations would lead to a settle-
ment. Belcher notes that he appears convinced, how-
ever, that only military action by Ankara could now
prevent eventual Greek control of the entire island
either through enosis or a unitary independent state
run by the Greek Cypriots
CMakarios has decided against holding elections
at this time, and intends to have a law promulgated
which will extend the life of the present government
beyond 16 August, when the terms of elected officials,
including the president, expire. In the meantime he
intends to seek support for his general position at the
Afro -Asian conference in Algiers which opens on
29 June,

Common Market: The French appear for the time

being to have stalled the EEC Commission's proposals
for financing the community's agricultural policy
j
fthe EEC Council debate on Tuesday was marked
by France's assertion that it no longer insists on
early completion of the common agricultural policy
(CAP). This change in strategy is evidently intended
to undercut the commission's position that the prospect
of early achievement of the CAP requires decisions
now on "independent" community revenues and control
of these funds by the European Parliament. The
French favor only an "interim" agreement extending
present arrangements for agricultural financing
According to sources of the US Mission in Brussels,
the Dutch- -apparently still backed by the Italians--
maintained their "determined support" for strength-
ening the European Parliament. The Germans, how-
ever, were "cautious" and reportedly not ready to do
battle for the commission's proposals. A source in
the commission admitted that hopes to "entrap" the
French in the logic of the commission's proposals had
failed, but he asserted that France's effort to sell the
Six its solution had not yet worked either. The entire
question of financing has been referred to the perma-
nent representatives and will again be discussed by
the council at the end of June
EEC President Hallstein believes the French
position implies delaying the CAP and further devel-
opment of the Common Market until 1970. He has
expressed deep concern over this and the effect of
such a delay on the Kennedy Round. 25X1

UN: [Secretary General Thant is considering a
reorganization of the top staff of the UN that is likely
to revive controversies over balanced representation
such as occurred during the "troika" argument during
1960-61. He wants a full deputy and three additional
deputies--above the level of the present undersecre-
tary general- -responsible for the political, the eco-
nomic
and social, and administrative areas respec-
tively. Thant told an assistant he proposed to discuss
his plan with the five permanent Security Council 25X1
members early in 1966 and after receiving their re-
actions would decide whether to be a candidate for
a further term as secretary eneral

Rumania - Warsaw Pact: Friction between Ru-
mania and the USSR over Warsaw Pact matters ap-
pears to be mounting. A high-level Soviet military
delegation headed by Marshal Grechko, commander
of Warsaw Pact forces, met with Rumanian Party
First Secretary Ceausescu and top-level Rumanian
military figures in Bucharest on 16 June. Like his
visit to Bucharest late last month, when he met with
Premier Maurer and Defense Minister Salajan,
Grechko's latest visit apparently was related to Ru-
mania's dissatisfaction with its Warsaw Pact relations.
CA Rumanian official recently told a Western diplomat
that his country wants to disassociate itself from the
Warsaw Pact, while maintaining its alliance with
the Soviets
