CIA-RDP79T00975AO08300 0001-2 25X1 j *Dominican Republic: (Information as of 4:30 AM EDT) A mood of cautious optimism prevails in Santo Domingo as the two contending factions study the OAS proposals for a solution to the crisis. In a speech broadcast yesterday rebel leader Caamano went so far as to state that the proposals could "resolve the Dominican political problem peace- fully." At the same time he stressed that the proposals were a subject for study and negotiation and promised that rebel supporters would not be betrayed. Caamano all but admitted having given up any hope of a favorable military solution when he said that if he negotiates it will be because the US intervened and acted as a deterrent at the very moment when the rebels were crushing their enemies, The extremist-oriented newspaper Patria, which had earlier attacked the proposals, stated yesterday that the "constitutional government" was correct in ne- gotiating after its victory over the "Yankee invaders:' some hard-line Communists in the rebel camp oppose the proposals and fear that Caamano will betray them at the negotiating table. Reaction in the Imbert government continues to be generally favorable and loyalist military leaders seem cautiously receptive to the plan. However, there con- tinues to be much sentiment within the loyalist forces for a much more definitive victory over the rebels. There is also the feeling that the Imbert government is itself an adequate interim regime and should not be re- placed by an OAS-sponsored government.
