They are complicating the effort of the special
OAS committee to secure agreement among non-
Communist rebel leaders on a new provisional presi-
dent who would also be acceptable to other Dominican
groups. Although prominent rebel leaders had infor-
mally given assurances that Hector Garcia Godoy
would be acceptable in such a role, the OAS committee
found considerable resistance to him when it met with
the rebel negotiating team on 1 July. The committee
has now reportedly turned to consideration of a promi-
nent physician, Dr. Felix Goico, as a possible interim
president,
Among the extremists in the rebel camp bitter di-
visions are growing over the basic issue of whether
or not to accept a negotiated solution at all. [An intran-
sigent faction of the pro-Castro 14th of June Political
Group (APCJ) is now circulating a flysheet in rebel
territory strongly protesting the Caamano government's
expressed willingness to negotiate. This faction thus
joins an, extremist-controlled labor group and the pro-
Peiping Dominican Popular Movement (MPD) in urging
a continuation of the fight. The Moscow-oriented Com-
munist party and the other faction of the APCJ, on the
other hand, continue to support negotiations
The hard-line factions arip presumably responsible
for the continuing sporadic unrest in the interior.
There was a rebel attack. on a police post in a small
town in the eastern part of the country early yesterday
morning. Two policemen were killed and three were
wounded by a band of rebels armed with machine guns
and rifles.

Greece: [Prime Minister Papandreou's efforts to
prevent disclosure of his son's covert left-of -center
activity could further inflame political passions in
Greece]
Papandreou has told the US charge that he intends
to remove Defense Minister Garoufalias and assume
the portfolio himself. He says he is unable to tolerate
any longer a man who is a too]. of the palace)
his pur-
which is expected shortlyl
pose is to suppress information concerning the in-
volvement of his son Andreas, who is alternate minis-
ter of coordination in the cabinet, with ASPIDA, a
covert political group within the army
[Papandreou's decision reportedly was triggered
by the willingness of several arrested members of
ASPIDA to disclose all they know about the organiza-

Removal of Garoufalias, a member of the con-
servative wing of the governing Center Union, would
cause apprehension in right-wing circles in the army,
the government, and in the main opposition party
which is right of center. Rightist elements within
the armed forces may step up their contingency coup
plotting]
he action might also hasten a confrontation be-
tween Papandreou and King Constantine, who is al-
ready disturbed by the involvement of the army in
politics and by 'apandreou's previously reported in-
tention to replace the right-wing army chief of staff.
Papandreou is scheduled to meet with the King in 25X1
Corfu upon the birth of an heir to the Greek throne,

Malawi: Plotting against the authoritarian regime
of pro-Western Prime Minister Banda continues.
Reports give varying dates for an assassination at-
tempt against Banda, according to the latest report,
dissidents plan to act during the anniversary celebra-
tions of Malawi's independence on 5 and 6 July. Since
the collapse of the guerrilla effort during the spring
and the departure of their leader, Henry Chipembere,
to the US for medical treatment, the dissidents have
repeatedly stated that assassination is the only way
to get rid of Banda,
