Indonesia: Sukarno and the army continue to
maneuver for position.
There are indications that the President plans to
deliver a strongly anti-Western speech tomorrow,in
a follow-up to his cabinet meeting, on.. 6 November,- at
which he expressed displeasure at the army's anti-PKI
actions.
Sukarno is also trying to regain full control of
the Indonesian press. His information minister has
ordered a strongly anti-PKI, army-controlled-paper to
publish weekly rather than daily and has announced that
he will limit each political party to one newspaper apiece.
This ruling is apparently designed to hurt the anti-Com-
munist Moslem parties, whose newspapers have been
leading the attack on the PKI.
Perhaps in an effort to offset Sukarno's antici-
pated remarks tomorrow, anti-Communist elements
are staging' a large rally in Djakarta today--the first
such public rally since the insurrection on 1 October.

have begun implementing the "package deal" which
calls for the removal of leading members of both
factions in the revolution]
The President reportedly is prepared to replace
the controversial leftist attorney general with a sup-
porter of Joaquin Balaguer. He also appears to have
won the agreement of the rebel military to integrate
into the armed forces at their pre-revolutionary ranks.
The more prominent rebel military leaders have re-
portedly also been inducedtto accept foreign assignment
j iowever, Garcia Godoy's efforts to carry out
the other side of the deal, which calls for the replace-
ment of the present regular military leaders, appear
to have been temporarily halted in the face of determined
resistance by Rivera Caminero and his service chiefs.]

Nigeria: Postelection violence continues in parts
of the Western Region, but the US Embassy reports
that large contingents of army and police are in con-
trol of the situation.
Traditional antagonisms between the semifeudal
Muslims of the Northern Region and the relatively pro-
gressive pagans and Christians of the three less populous
southern regions- -Western, Mid-Western and Eastern--
have been sharpening as the North's grip on the federal
government has tightened. The current demonstrators
in the Western Region are protesting the unpopular re-
gional government-- allied with the North--returned in
rigged elections on 11 October. The Eastern Region,
which heads the southern coalition, continues to support
the losers in the Western Region.
The South has long been disturbed by its limited
influence in national affairs, but in previous crises
Eastern leaders spoke of unity as their prime goal.
Now, however, they speak of refusing to accept "slavery
as the price of unity" and have appealed to the US and
the UK to influence the North toward moderation. Al-
though Eastern intentions are not yet clear, a sharp
confrontation with the North could be shaping up which
might ultimately culminate in a breakup of the federa-
tion.

USSR: First Deputy Premier Polyansky, in
his anniversary speech on 6 November, admitted
that gross agricultural output this year will be two
or three percent lower than in 1964, which was a
good agricultural year. As a result it appears that
the increase in gross national product this year will
be about 3. 5 percent, or roughly half that of 1964,
when agricultural production increased by about 12 per-
cent over 1963.

police in a disputed border area has set off violent
demonstrations in Santiago and Punta Arenas. After
receiving news of the clash, Presidents Frei and
Illia met with their cabinets and reportedly conferred
by phone. Both governments have recently shown an
intention to settle border disputes in an orderly fash-
ion, but politicians in both countries have used such
incidents in the past to inflame nationalistic passions.
