Although committed to this immobility by both cir- cumstance and design, army leaders and their civilian supporters are at the same Lime apprehensive over the political consequences of inaction in their struggle with Sukarno. The army's effort toward improving the economy has lapsed completely, presumably in a deliberate at- tempt to put the blame on SukarnOs camp. Nigerian offi- cials are particularly concerned about the security of delegates to the Commonwealth conference because, although Lagos is a federal enclave, its airport lies in the area. of dissidence, However, Prime Minister Balewa, is continuing to treat the disorders, originally precipitated by a rigged election in October, as a re- 25X1 gional government problem not calling for federal inter- vention Discord over the language issue in 1958 led to communal rioting in which. hundreds died. Ceylon: he Senanayake government has declared a state of emergency following rioting this weekend. The disorders followed the government's introduction of legislative proposals designed to ensure a "reason- able use" of the minority Tamil language in governmen- tal affairs. The leftist opposition is using the proposals to stir up hostility among the island's Sinhalese majority. 25X1 Iran-Iraq: Iranian Prime Minister Hoveida has agreed to discuss outstanding problems with the Iraqis, but Tehran's reluctance to discuss its support of the Iraqi Kurdish rebels could make such talks meaning- less.
