Indonesia: The army has stopped taking any sig-
nificant action in either economic or political spheres
for the time being.
Although committed to this immobility by both cir-
cumstance and design, army leaders and their civilian
supporters are at the same Lime apprehensive over
the political consequences of inaction in their struggle
with Sukarno.
The army's effort toward improving the economy
has lapsed completely, presumably in a deliberate at-
tempt to put the blame on SukarnOs camp. After ap-
pointing in mid-December a "deputy supreme commander
for economic affairs" to KOTI, the army's "cabinet," De-
fense Minister Nasution has now publicly announced that
full responsibility for economic measures remains with
the regular cabinet presidium.

*Burundi-. The Burundi Government this morn-
ing'invited" the US ambassador and some of his
staff to leave the country within 24 hours,
The Tutsi extremists who dominate the govern
ment presumably engineered the expulsion order.
This group has long tended to ascribe most of
Burundi's troubles to the US0 Their antipathy ap-
parently was heightened recently by the publication
of an International Commission of Jurists' report
which criticized the government's execution of
Hutu leaders last year,
The Tutsi extremists may also press for the
deposition of the moderate, but often absent,

ern Region reportedly plan to stage serious disturbances
in the Lagos area to coincide with the convening of the
Commonwealth conference tomorrow and the reopening
of the federal parliament on Wednesday. Nigerian offi-
cials are particularly concerned about the security of
delegates to the Commonwealth conference because,
although Lagos is a federal enclave, its airport lies
in the area. of dissidence, However, Prime Minister
Balewa, is continuing to treat the disorders, originally
precipitated by a rigged election in October, as a re- 25X1
gional government problem not calling for federal inter-
vention
Discord over the language issue in 1958 led to communal
rioting in which. hundreds died.
Ceylon: he Senanayake government has declared
a state of emergency following rioting this weekend.
The disorders followed the government's introduction
of legislative proposals designed to ensure a "reason-
able use" of the minority Tamil language in governmen-
tal affairs. The leftist opposition is using the proposals
to stir up hostility among the island's Sinhalese majority. 25X1
Iran-Iraq: Iranian Prime Minister Hoveida has
agreed to discuss outstanding problems with the Iraqis,
but Tehran's reluctance to discuss its support of the
Iraqi Kurdish rebels could make such talks meaning-
less. Hoveida denies that Tehran. has been supporting
the Kurds--a primary cause of recent border clashes
in Baghdad's view. He has agreed to talk only after a
joint commission has drawn u.p a:n a ends a process
which could take considerable time.

Panama: Ceremonies commemorating the anniver-
sary of the January 1964 anti-US riots came off with
only minor incidents in Panama City and Colon yester-
day. A small crowd of about 300 marched to the graves
of Panamanian "martyrs" of two years ago.' Further
anniversary observances are planned through Wednes-
day but disagreement among Communist groups re-
duces the possibilit of serious disturbances I
