*USSR: After a long series of failures the Soviet
Union has successfully landed a camera-equipped
space vehicle on the moon.

Luna- was launched rom

The initial Soviet statement gave the times at
which Luna-9 would be transmitting and the frequency
to be used, but did not say what data the instrumenta-
tion package is to collect.- 25X

lunar temperatures and surface conditions. All such
measurements would be useful for eventual manned
landings as is the development of a technique for safely
landing an instrument package.
Luna-9, the 12th soft-landing attempt since 1963,
represents a significant achievement in a program
which has had a high priority in the Soviet space effort.

Indonesia: President Sukarno continues to pursue
his own political counteroffensive in the absence of
significant army-inspired political activity.
Ambassador Green in Djakarta believes that
Sukarno appears to operate on the theory that the longer
he can postpone his vaunted "political solution" the
better are his chances to reconstruct Indonesia's po-
litical left. ambassador Green adds thatlf Sukarno
does make a political announcement tomorrow
lit probably will be
imi e in scope, per aps involving some shifts among
the various economic ministers in the cabinet.
Sukarno evidently feels a need to regain the acqui-
escence of the Indonesian elite in his leadership and to
find a source of armed support. To these ends, he is
trying to exploit divisions and rivalries within the armed
forces and between the army and its civilian supporters.

France=USSR: LDe Gaulle will leave for Moscow
on 20 June, according to a Foreign Ministry official.
Before then France will seek to conclude some specific,
even if limited, agreement with the USSR on space
cooperation. For several months experts from the
two countries have been discussing cooperation in
space projects. These include a long-term contract
for TV transmission by means of the Soviet Molniya
satellite and the use of Soviet rockets to orbit French
satellites...
Britain: Prime Minister Wilson reportedly has
drawn up tentative plans to call an election, possibly
as early as 24 March to take advantage of recent
trends in Labor's favor. A meeting of Cabinet min-
isters and Labor Party leaders scheduled for Sunday
may provide an indication of his intentions. Wilson,
however, may postpone his decision until after he
returns from Moscow in late February,
