CIA-RDP79T00975A00 800100001-3 CENTRAL INTELLIGENCE BULLETIN 19 February 1966 me *Vietnam: (Information as of 4:30 AM EST) The Military Situation in South Vietnam: Small- scale Viet Cong attacks appear to be picking up again in the delta area south of Saigon. On 17 February, South Vietnamese troops in Long An Province lost six killed and six wounded while successfully defending a government outpost. Twenty-one civilian houses were destroyed during the action. Viet Cong losses were 28 killed and 17 weapons lost. Further south, Communist forces under the cover of mortar fire attacked another outpost in Bac Lieu Province and inflicted government losses of 19 killed, one wounded, two missing, and 31 weapons. Viet Cong casualties are unknown. Other similar attacks have recently been reported in Phong Dinh, Dinh Tuong, and Kien Hoa provinces. .Enemy-initiated incidents have increased markedly in the Saigon area in the past three months. US mili- tary officials confirmed the existence of a Viet Cong regiment within a 20-mile radius of the capital last De- cember, e Vie ong have p ans to form a secon regiment. Various evidence suggests intensified political action by the Viet Cong in Saigon during the coming year, as well as the continued growth of enemy military activity in the general capital area. The US Embassy has com- mented that the increasingly restive mood of the Viet- namese residing in Saigon--due largely to spiraling in- flation--may make them more .vulnerable to Viet Cong political pressure. Soviet Foreign Minister Gromyko handed an aide memoire to Ambassador Kohler on 16 February which charged that the incident constituted a violation by the US of international agreements pertaining to the prevention of radioactive contamination., Gromyko pointed out that the flight beyond national borders of aircraft carrying nuclear weapons was an issue of international concern, and in this instance was "in conflict with" the test ban treaty. Subsequently, Soviet delegate Tsarapkin intro- duced the subject at the Geneva conference, which was beginning deliberations on a nonproliferation. treaty. Tsarapkin proposed that the conference endorse a resolution calling for discontinuance of such flights as well as for the elimination of foreign bases. The general strike has ended with rightists calling President Garcia Godoy the "docile instrument of Juan Bosch" and the ex- treme left labeling Bosch's agreement to end the strike as a "betrayal of the revolution for electoral pretensions." It is still uncertain what measures Garcia Godoy will use, if necessary, to force the army and air force chiefs to step down.
