In July the French rejected two proposals of the Fourteen that outlined a framework under which nego- tiations should proceed. A new proposal made recently has also been rejected by the French, even though it followed a procedure endorsed publicly last June by all the foreign ministers, including France's Couve de Murville. In rejecting the most recent proposal, the French member of the council claimed that Couve's June endorsement had been made without President de Gaulle's approval and was now being "withdrawn. " The Fourteen appear divided on how they should now proceed. They could call a special foreign min- isters' meeting to attempt to resolve the issue, or they could have their permanent representatives on the council instruct SACEUR and let the French issue their own instructions to their military representative. Adauto Cardoso, president of t1 e lower house, has refused to accept Castello Branco's authority to cancel congressional mandates without ratification of such moves by the Congress itself. Nevertheless, yesterday's clash be- tween Israeli security forces and Syrian infiltrators on the Israeli-Syrian border probably will not draw Israeli retaliation as long as the UN is still seized with Israel's complaint against Syria. Thereafter, continued terrorism will almost certainly draw a strong military retaliation from Israel, whatever the outcome in the UN. Communist-led unions have not ceased their agitation as the govern- ment had expected, following the conclusion of the congressional session on 15 October. They are now trying to force the convening of a special session of congress to push through additional wage and labor benefits. The government is reluctant to take strong measures to halt labor unrest because of the 27 No- vember general elections.
