Warsaw Pact: The wording of a TASS broadcast
on 10 February, following the three-day meeting of
the Warsaw Pact foreign ministers, indicates that
the implications of Bucharest's establishment of
diplomatic relations with Bonn were the focus of the
talks. Rumania, which had refused to attend the
meeting if it were held in East Berlin as originally
planned, sent only a deputy foreign minister. The
meeting apparently failed to reach a consensus, in-
dicating that other East European regimes will con-
tinue to deal with Bonn on an individual basis. I
France: The small French satellite launched
from the Sahara on 8 February is circling the earth
in a lower orbit than intended. A similar satellite
launch scheduled for about 19 February probably will
be delayed until the French space agency can deter-
mine the reason for the low orbit. French officials
are blaming a malfunction in the third stage of the
launch vehicle, and have requested tracking informa-
tion from US radar facilities.
