Rumania, which had refused to attend the meeting if it were held in East Berlin as originally planned, sent only a deputy foreign minister. The meeting apparently failed to reach a consensus, in- dicating that other East European regimes will con- tinue to deal with Bonn on an individual basis. I France: The small French satellite launched from the Sahara on 8 February is circling the earth in a lower orbit than intended. A similar satellite launch scheduled for about 19 February probably will be delayed until the French space agency can deter- mine the reason for the low orbit.
