Aden - South Arabia: C new wave of violence in
Aden is expected to follow recent killings of promi-
nent Arab nationalists
gn the past three days a former cabinet minister
was assassinated, three sons of ex-premier Makkawi
were killed when their home was bombed, and two
men were trampled to death at the sons' funeral. Aden
is now in the grip of a general strike and is tensely
waiting for the next terrorist acs
[These incidents may be connected with the feud
between the two main terrorist groups vying for
Egyptian support and political hegemony in Aden fol-
lowing the withdrawal of the British in 1968. Both
Makkawi and the cabinet minister were active sup-
porters of FLOSY, the Egyptian-backed Front for
the Liberation of Occupied South Yemen. British
authorities believe these incidents were carried out
by the rival National Liberation Front, which FLOSY
displaced in Egyptian favor. FLOSY will be obliged
to retaliate]
[Meanwhile, across the border in Yemen several
hundred members of a FLOSY "liberation army"have
appeared in uniform inTaizz. These men are prob-
ably part of a large group sent to Egypt for training
last fall. The public appearance of these allegedly
elite corps of South Arabian nationalists comes on
the heels of Nasir's speech of 22 February, in which
he referred to buildin u "an army of revolutionaries
df the Arab South."

Latin America: As many as four presidents may
not attend the inter-American summit meeting, sched-
uled for 12- 14 April]
[Haitian President Duvalier reportedly told a high
government official that "under no circumstances"
would he attend the meeting. He cited the case of
Nkrumah's overthrow during an absence from Ghana
as justification. Duvalier may use the carnival cele-
brating his 60th birthday on 14 April as an excuse
the Bolivian delegation to the recent foreign min-
isters' meeting in Buenos Aires stated that President
Barrientos will not attend unless the question of Bo-
livia's access to the sea is on the agenda. Barrientos
has left the door open in case a face-saving formula
is developed during the preparatory meetings.]
President Belaunde of Peru may also refuse to
attend, because of a dispute with the US over fishing
rights and the extent of Peru's territorial waters.
Ecuador, which has a similar dispute, may also boy-
cott the meetin

NOTE
Greece: Another effort to implicate Center Union
(EK) deputy Andreas Papandreou in the July 1965 aiiti-
palace conspiracy has increased political tensions. A
Justice Ministry request to Parliament to remove
Andreas' immunity may precipitate a bitter debate
that could endanger plans for elections in May. The
request may be part of a rightist move to return to
the political scene ex-premier Karamanlis, now in
self-imposed exile. However, the action also casts
the controversial Andreas as a martyr and may rally
diverse EK elements to his defense.
