Cuba: Fidel Castro's running feud with the pro-
Moscow Latin American Communist parties is enter-
ing the stage of public recriminations.
The dispute revolves around the wisdom of employ-
ing "armed struggle" tactics in Latin America. Cuba
has increasingly insisted that revolution can be achieved
only through guerrilla warfare, while the pro-Moscow
Communists favor continuing their more peaceful "pop-
ular front" tactics. Castro's fiery 13 March speech, in
which he branded the leaders of the Venezuelan party as
"defeatists" and lacking in revolutionary courage, has
produced a strong backlash in Latin America.
The Brazilian Communist Party's Central Committee
recently approved a strongly worded attack against
Castro for working at cross purposes with seven parties.
which have split several parties into pro-Moscow and
pro-Cuban wings. A Pravda commentator on 9 March
indirectly criticized Castro on this score.
Moscow is probably also concerned that its program
to improve its relationships with Latin American govern-
ments is being adversely affected. For example, Soviet
efforts to establish diplomatic relations with Venezuela
and perhaps Colombia appear to have been set back by
the recent upsurge in operations by pro-Castro guerrillas

militant elements.

NOTES
USSR: The death of Defense Minister Malinovskiy
on 31 March does not appear likely to lead to signifi-
cant changes in Soviet defense policies in the immediate
future. The most likely successor is Marshal Andrey
Grechko, first deputy defense minister and commander
in chief of Warsaw Pact Forces. Grechko has been
acting for Malinovskiy during the latter's long illness.

*Greece: King Constantine consulted with party
leaders yesterday and additional talks may be held to-
day. Speculation persists that National Radical Union
leader Kanellopoulos may be offered the mandate to
form a new government and try to gain Center Union
parliamentary support in exchange for amnesty for those
involved in the "Aspida" affair. Meanwhile, the situa-
tion is generally calm, but security forces have been
placed on emergency status.
