NOTES
Peru: The dispute between the president and
congress remains deadlocked, and both sides have
made statements charged with bitterness and frustra-
tion. Rumors of a military coup persist, usually men-
tioning 14 August as the date for action. US officials
in Lima discount these reports.
*Congo (Kinshasa): Two groups of mercenaries,
presently based in Spain and Portugal, are plotting
military action against the Mobutu regime, F_ :D
Neither seems capable
of going into action soon. the rebel group in the
eastern Congo led by Jean Schramme should move
south to Katanga, however, the plotters outside the
Congo might have a better base and more chance of
success, but Schramme apparentl intends to remain
in Bukavu for the time being.
