Communist China: Canton, the scene of heavy
fighting during the past month, is calmer but the
situation is still unsettled,
New clashes between the two main Red Guard fac-
tions in the city took place on 11 and 12 September
Army troops inter-
vened to stop the fighting, but on y after many Guards
had been killed and wounded.
After 12 September, troops were seen taking down
posters in Canton and cleaning up the streets. One
street newspaper on 12 September announced that all
weapons were to be surrendered to the army by 19 Sep-
tember. Other notices state that the annual international
trade fair will open on 15 October as scheduled, on
orders of Peking.
Since both Red Guard factions seem to retain con-
siderable strength, new clashes will probably occur.
Canton radio has been praising the more militant of the
two factions, and claiming that it represents Canton's
workers and "revolutionaries." The other group, how-
ever, has formed a rival "revolutionary, workers"
association and held a large rally on 11 September.
Attempts to break up this rally led to the clashes re-
ported on 11 and 12 September.
Another unsettling factor is the bitter opposition of
the militant ultrarevolutionary faction to local military
commanders. Newspapers put out by this group have
repeatedly denounced the local Military Control Com-
mittee and Canton Military Region officers, and ac-
cused them of arming and supporting "conservative"
factions. (Map)

Chile: Recent government moves will strengthen
President Frei's political position at home and his
ability to counter subversion from abroad.
A National Security Council meeting called by
President Frei on 13 September established a per-
manent committee to prevent Chile from becoming a
base for subversive movements directed at it or any
other South American country. The committee,
chaired by the minister of defense, includes; the top
military and police officials. In a speech later that
day Foreign Minister Valdes linked the subversive
threat to the recently concluded Latin American Soli-
darity Organization meeting in Havana.
On the same day the Supreme Court stripped
Socialist Senator Carlos Altamirano of his congres-
sional immunity for advocating the forceful overthrow
of the Chilean Government. Frei had requested the
court to examine the status of Altamirano, a key
Chilean delegate to the LASO meeting. Frei will prob-
ably use the court's decision to counter criticism of the
administration's recent crackdown oft the political right.

NOTES
*Soviet Union: Moscow has announced that Venus 4
is on course and will reach Venus on 1.8 October, one
day before the scheduled arrival of Mariner V. The
announcement indicates that the Soviets are confident
that the Venus 4 mission is going well. The Soviets
also claimed that a successful midcourse maneuver
was accomplished on 29 Jul
