The Czechoslovaks have reiterated several times since Dubcek took over on 5 January that a strong al- liance with the Soviet Union will remain the keystone of their foreign policy. They have been less explicit, however, about the nature, of their future relations with the rest of the world. Dubcek appears to believe he must make various domestic changes, especially in the fields of cultural and economic affairs, to get popular support, and he has set out on this course. The Soviets may have been discomfited at the prospect. Publicly, they have re- mained virtually silent on developments in Prague. It is unlikely that any formal agreements will emerge from the talks, which, according to press re- ports, were to last only one day. If nothing else, the meeting will have served, however, to give each side an. opportunity to evaluate the other and give each a firmer basis for planning future policies. Outgoing Prime Minister Krag told the press that the 1951 agreement with the US governing the use of Thule airbase does not explicitly cover the overflight ques- tion. The press is demanding that this.omission be corrected. Hilmar Baunsgaard, who is still trying to form a government, has not commented on the issue, but the press clearly reflects the current pub- lic mood in Denmark. Iceland and Norway also have displayed extreme sensitivity to this overflight prob- lem. 25 25X Saudi Arabia: Saudi Arabia apparently has con- cluded that the People's Republic of South Yemen is "irrevocably hostile" to it and constitutes a threat to Saudi interests. The Communist Rebel Armed Forces are reportedly shifting away from the capital area. Their stated objective is to lure the armed forces into the countryside where they would be more vulnerable to ambush.
