Burma: [Rangoon has turned to the International
Monetary Fund for advice and possible future help in
reviving Burma's flagging economy. Although discus-
sions are only in a preliminary stage, they indicate
that the Burmese Government may be planning a wide
review of its economic position. Ne Win's program
for a nationalized economy has foundered on govern- 25X1
ment mismanagement and lack of incentives. This has
led to a breakdown in intern distribution and a
decline in overseas.trade.11
