USSR-US: Moscow has moved with some speed to
take the -next step to implement the US-Soviet con-
sular agreement that was concluded in June and be-
came operative last month. The Soviets have proposed
the establishment of a US consulate general in Len-
ingrad, as the center of a consular district to be
composed of the Karelian area and the districts of
Leningrad, Novgorod, Pskov, Arkhangel, and Murmansk.
In exchange, the USSR would establish a consulate
general in San Francisco to serve a six-state area
made up of California, Oregon, Washington, Arizona,
Alaska, and Hawaii. The Russians have indicated
that they stand ready to begin discussion of the
proposal.

Iran - Saudi Arabia: Iranian-Saudi negotiations
on the division of oil resources in the mid - Persian
Gulf reportedly are running into difficulties. Al-
though the two governments have tentatively agreed
to divide the disputed oil equally, the method of
drawing a dividing line is now under dispute. F
The companies have overlapping concessions in the
disputed area.

Nigeria: Emperor Haile Selassie of Ethiopia,
in a new and almost desperate initiative, has called
for an urgent meeting in Addis Ababa on 19 August of
the Organization of African Unity's six-state com-
mittee on Nigeria. He has asked both rebel leader
Ojukwu and General Gowon personally to attend. He
also called on Gowon to declare a temporary cease-
fire to facilitate relief shipments. The Emperor
I I admitted that,
despite his strenuous efforts, e a been unable to
find a common ground between the disputants. The
Emperor's prospects of getting everyone to the meet-
ing on 19 August appear slim, and--even if he were
successful--the chances of getting a firm agreement
