courage airplane hijackings. Foreign Minister Roa
reportedly confirmed press reports that a prelimi-
nary agreement for a bilateral hijacking treaty has
been rsached with Mexicor and said that Cuba will
soon issue a declaration which he implied might be
used as the basis for other bilateral arrangements.
Cuba
is not likely to agree o a meaning u agreement un-
less the US is willing to reciprocate either by re-
turning "illegal" Cuban refu ees or throw h some
other ma?or concession.
