the Europeans--especially Bonn--over policy guide-
lines for the use of tactical nuclear weapons may
become sharper,

The ministers agreed to a US proposal for a
more complete review of options for tactical nuclear
usage and a more searching inquiry into the follow-
on use of such weapons. It was understood that
the guidelines, if so revised, would be approved
at the next NPG ministerial meeting, to be held
in the US in November.
