Lm___O~scow took exception to only a few points in the new US draft, but there is still a difference of opinion on the extent of the zone in which a party to the treaty would have freedom of action. The Soviets have stated that they are ready to present the text of the treaty to the Geneva disarmament participants at the earliest possible moment. The Geneva conferees have shown increasing dissatisfac- tion and impatience during the course of the bilat- eral negotiations, and time is growing short for adequate consultations in Geneva b fore the UN Gen- eral Assembly tackles the subject. Meanwhile, the NATO members have reiterated their concern regarding the treaty at a meeting of Alliance disarmament experts. The Belgian represen- tative made the most comprehensive objections to the US draft, and Ottawa's representative stated that the American text does not meet Canadian security requirements. Despite the wide range of expressed objections, the NATO members will probably take a more positive attitude when confronted with US-USSR agreement on a completed text for a draft treaty.
