The Japanese also fear that the US congres- sional demand to pass judgment on an Okinawan agree- ment could trigger adverse political reactions in Japan. Radical students in Japan are making a last- ditch effort to disrupt Sato's departure on Monday. The Japanese police have coped effectively with the students' recently developed hit-and-run tactics, but security authorities are concerned that a few extremists will use terrorist acts.
