USSR-BERLIN: At the four-power ambassadorial
meeting on 4 November, Soviet Ambassador Abrasimov
made a determined show of affability and again
pressed for an accelerated schedule of meetings.
Although the ambassadors made little progress on
substantive issues, they exchanged written "shop-
ping lists" which detail Soviet and Western require-
ments for an agreement. The two papers are still
far apart on most issues, but they provide a basis
for negotiations. The papers will be taken up by
the ambassadorial advisers at their next meeting,
set for 14 November, two days before the next am-
bassadorial session. The ambassadors issued a posi-
tive communique after the meeting, in response to
the Soviets' request for a "cosmetic" document that
they hope might help the Brandt government in state
elections next Sunda
