TATION THAT IS NOT CONDUCIVE TO A RETURN TO NORMAL
CONDITIONS. ALTHOUGH MALIK, THE REFUGEE COORDINA-
TOR IN EAST PAKISTAN, HAS BEEN DESCRIBED AS A TIRED
OLD MAN, HIS APPOINTMENT SHOULD AT LEAST LESSEN
SOME OF THE FOREIGN CRITICISM OF YAHYAOS POLICIES
IN THE EAST.
