Scores of Communists were arrested on December 31, on the eve of a two-week national protest against Gandhi's domestic policies that was organized by the party. A recent increase in Communist criticism of Gandhi's Congress Party had contributed to the tension between the government and the Indian Communist Party. The Communists have obviously begun to chafe at the state of emergency, which also catapulted Gandhi's anti-commu- nist son, Sanjay, into a position of considerable influence. 25X1 The Indian Communists cannot seriously challenge Gandhi's government without courting disaster; at the same time, any signs of cooperation with her party serves to under- mine Communist efforts to become a political force in India. The Soviets, for their part, have demonstrated that they value state relations with India more than they value party ties with the Indian Communists. 25X1 Approved F4 Approved For Rel JAMAICA: Expanding Home Guard Jamaican Prime Minister Manley has announced that he wi greatly expand the Home Guard, an organization of armed civilians under police command responsible for maintaining order in local communities. I iManley's ostensible purpose is to combat the problem of violence, but the Guard may well become a partisan force in-- dependent of the normal security apparatus. Hugh Small, a leading radical in Manley's People's National Party, is apparently responsible for overseeing the Guard. Its "coordinator" is Donald Powell, perhaps the most unrestrained sympathizer with Manley's party on the constabu- lary force.
