The Approved For Relea$e 2007/03/06 : CIA-RDP79T00975AO30090010030-4 Approved Fo move appears to be a Hungarian response to Soviet concerns about the ideological chaZZenges posed by Eurocommunism and to the need to launch a propaganda counteroffensive against the US emphasis on human rights.// //Nemes does not have much political clout, but e is regarded by liberals in the Hungarian party as one of the most conservative and dogmatic members of the leadership. This does not necessarily mean that he is pro-Soviet. Nemes played a prominent role at the World Communist Party Confer- ence in 1969, when he argued forcefully and, according to one Hungarian, liberal, "bravely" with Soviet party secretary Ponomarev.// Nemes succeeds Istvan Katona, one-time speechwriter tor party leader Kadar. Katona may again directly assist Kadar. //The symbolism of Nemes' appointment will not be lost on Hungarian liberals and dissidents or on the USSR. This will be especially true since Gyorgy Aczel, a pragmatist in cultural affairs who was rumored to be in line for promotion at the plenum, did not get a new job.// The communique from the party meeting did not dwell , however, on ideological themes. It showed a cautious optimism about prospects for the meeting in Belgrade that will review the results of the European security conference, and did not specifically m US statements on human rights. ZAIRE: Situation Report Fighting was reported late last week near Zairian forward positions at Kanzenze and Nasondoye. Zairian units sustained several casualties but apparently were able to evacuate their wounded in an organized manner. Katangan forces apparently are now within 40 kilometers of Kolwezi, one of their chief objectives. The US embassy reports that the,Zairian air force has moved four ground attack aircraft to Kananga, the region's major town.
