Kaunda's new position may aid Martti Ahtisaari, Waldheim's special representative for Namibia, who is visiting the frontline African states this week and urging acceptance of UN monitoring of SWAPO forces in Angola and Zambia. Last year Kaunda rebuffed a West- ern proposal to station UN military monitors in Zambia, but he may be swayed by the latest breach of SWAPO's pledge to coordinate guerrilla operations with Zambian authorities and the apparent failure of the local Zam- bian military commander to detect the large guerrilla influx. Iran Ayatollah Khomeini, according to press accounts, lashed out at foreigners in Iran upon his arrival in 25X1 25X1 Tehran, saying he begs "to cut the hands" of foreign ad- visers and helpers, who "rule our army." A Khomeini spokesman said Prime minister Bat i.ar should step down today and hand over power." Another aide told newsmen Khomeini would form a provisional government for the "Islamic Republic" within 25X1 two or three days. Khomeini reportedly promised to ad- dress his followers later today at Tehran University be- fore visiting the cemetery near the capital. USSR-China The US Embassy in Moscow reports that the USSR has reiterated its concern over Vice Premier Deng Xiaoping's (Teng Hsiao-p'ing) US visit and the warming in Sino-US relations. A TV "talk" show of 27 January--featuring the Central Committee's information chief L. M. Zamyatin-- and an authoritative Izvestiya article of 29 January em- phasize that the West is deliberately channeling "PRC expansionism" against the "socialist community." The West's acceptance of Chinese overtures is seen as out- right anti-Soviet plotting to serve Western strategic interests. General Takashina acknowl- edged to the Embassy that the opening of the debate in the Diet on the budget provided an appropriate oppor- tunity to inform the country of the state of affairs in the Northern Territories. The Embassy believes Takashina's disclosure was designed to ease Diet con- sideration of the defense budget.
