Dayan's suggestion that Egypt was moving toward a separate peace before the situation in Iran deteriorated has only strengthened Egypt's determination to insist on firm links between a treaty with Israel and progress on West Bank - Gaza issues. The US Embassy in Moscow noted that Ore~ja was more accommodating than 25X1 expected 2n communique language supporting Soviet pro- posals on such issues as disarmament and elimination o nuclear stoclts. The Spanish also told the US Embassy that Oreja tried, but failed, to introduce a condemnation of ter- rorism into the communique. The reports also note that Bhutto's wife and daughter were placed under house arrest and some 450 of his supporters were rounded up yesterday. COMMENT: Bhutto has 30 days to petition the court for a review and possible reversal of its decision. Al- though President Zia is described as saying that he will carry out the death sentence, there have been reports to the contrary; the eaurt's re orted s lit verdzet ma bear on his final decision. 25X1 The US Embassy in Beirut reports the Sarkis govern- ment has intensified its efforts to secure the assistance of Arab states and the PLO to ease tension in the South and to reestablish some measure of Lebanese authority there. The Embassy does not expect the Arab states to comply with Foreign Minister Boutros' reported request that they exert pressure on the Palestinians to cease using Lebanon as a base for operations against Israel. The Daily Express has published a poll giving the Con- servatives a 19-point lead over Labor if a general elec- tion were held now; the poll also shows that for the first time the voters rate Tory leader Margaret Thatcher ahead of Prime Minister Calla han in terms of ersonal popularity. COMMENT: Trudeau had set a deadline of 1 JuZ~ for passage of his basic reform proposals, hoping to show progress before Quebec holds its promised referendum on independence. A similar meeting Zast November produced no significant agreement, and indications are that the current round o talks will also show little progress. The Embassy notes that public pressure against dissident Christians continues in local and national newspaper articles and that Soviet officials handling emigration requests--at least those in outlying areas--have been telling Chris- tian potential emigrants their only hope is a special agreement between the USSR and the US. The Embassy ex- pects a large influx of Pentecostal visitors over the next several weeks. 25X1 According to the US Embassy in Moscow, the Soviet leadership apparently intends to crack down on proponents of nationalism in Abkhazia, the northwestern portion of the Georgian republic. Two Abkhazi officials have been sacked, and the Georgian party leader has warned Abkhazi party leaders that they have not dealt firmly enough with manifestations of "nationalist chauvinism."
